In my area, we are not forced by the Top Save The Earth It’s The Only Planet With Beer Shirt government to recycle, yet people do so voluntarily and Waste Management handles it in cooperation with other businesses. Capitalism is about expanding capital, i.e., making a profit. Decreasing sales decreases profits, all else being equal. So yes, these policies are counter to capitalism. The goal was to promote sales, not protect the environment.
